Performance-Based Public Policy

Pure Strategies staff has participated actively in state and federal efforts to promote improved environmental performance by industrial, commercial and governmental organizations through market-based incentives, innovative regulatory approaches, and voluntary programs.

Program Design/Development

Pure Strategies has experience across the range of disciplines needed to successfully design and implement innovative regulatory and voluntary programs. Our experience includes establishing metrics and databases, defining standards for superior environmental performance, and evaluating and developing regulatory and non-regulatory policy mechanisms. Our program design and development experience includes:

  • Massachusetts Department of Environmental Results Program (ERP)
  • Virginia Environmental Excellence Program
  • National Environmental Performance Track
  • Massachusetts Governor's Blue Ribbon Panel for the re-design the state Toxics Use Reduction Act
  • EPA emissions trading programs

Evaluations of Innovative Programs

With often limited resources, EPA and state environmental agencies need to know which innovations really make a difference in program performance and improvement of the environment. What works and why? What design changes could improve future performance? We've carried out assessments of numerous federal and state programs and initiatives. Examples include:

  • EPA Air, Water and Wetland Mitigation Trading Programs
  • Oregon DEQ's Green Permitting Program
  • New Jersey and Massachusetts Materials Accounting Programs
  • EPA's Stormwater Construction Enforcement Program
